In August, the Environmental Protection Agency granted the majority of the small refinery waivers in the queue but left a loophole where some or all of the small plant waivers could be offset by requirements for larger plants. The new EPA proposal includes two options for reallocation: 100 percent or 50 percent of the exempted renewable fuel volumes. The American Soybean Association praised EPA for addressing small refinery exemptions, but wants the 100 percent reallocation, so the Renewable Fuels Standard provides certainty for farmers and biofuel producers.
