The Minnesota Department of Agriculture’s Rural Finance Authority has declared an emergency, due to animal disease outbreaks. Zero-percent disaster recovery loans are available for farmers who sustained disease-related livestock losses between now and a year from now. The three diseases cited are highly pathogenic avian influenza, the H5N1 virus and avian Metapneumovirus.
