South Dakota Congressman Dusty Johnson introduced legislation to authorize the incoming president and his administration to negotiate with the Panama government to assume control of the Panama Canal. This is a concept floated by President-Elect Trump. The U.S. built the Panama Canal and former President Carter transferred control of the trade route in 1977.
