Former Minnesota Congressman Rick Nolan, 80, has died. Nolan served in the House from 1975-to-1981 and again from 2013-to-2019. The 32-year gap between terms in Congress is the second-longest in history. The DFL’er was a member of the House Agriculture Committee. Nolan also served as president of the U.S. Export Corporation and the Minnesota World Trade Center.
