The Conservation Opportunity and Voluntary Environment Resilience Act was re-introduced in Congress to incentivize the use of cover crops. COVER would provide a $5-per-acre discount on crop insurance for farmers who plant cover crops. This program began as a pilot project in Iowa, Illinois and Indiana and this bill would expand it nationwide.
