BNSF, CSX Transportation and Norfolk Southern are saying their service is at or near pre-COVID levels. In a report to the Surface Transportation Board, these three Class I railroads said staffing has improved, but labor remains a challenge. Union Pacific said its performance improved since April but offered few details.
