Russia has threatened to quit the Black Sea grain deal, saying it is dependent on the United States and other Western countries and the end of sanctions. Speaking to a United Nations official, a Russian diplomat said Western sanctions have prevented it from exporting fertilizer. Russia said that was part of the original agreement and must be addressed if the humanitarian grain lane is to remain open.
