The agreement between West Virginia Senator Joe Manchin and Senate Majority Leader Charles Schumer will likely bring the so-called Inflation Reduction Act to a vote late this week. The Russell Group President Randy Russell says this development is shocking. “I think most people had pretty much come to the conclusion that given where Joe Manchin had been, that the probability that they would be able to pull together any kind of agreement that would get his support was probably not in the cards,” Russel told RRFN. “I think when word broke out about an agreement, it caught a lot of people by surprise.” The bill includes $20 billion to support climate-friendly farming practices, which will increase baseline funding in the farm bill. “As we go into writing the farm bill starting in January of next year and throughout calendar year of 2023, there in effect will be a higher baseline for these conservation programs which should help us at a time when many people figured we probably aren’t going to have any new money for agriculture to write a farm bill.”
