The Ocean Shipping Reform Act is on its way to President Biden, where it is expected to be signed. This legislation prevents ocean carriers from refusing cargo space for U.S. exports. It gives the Federal Maritime Commission the ability to initiate investigations into an ocean carrier’s business practices and increase transparency about shipments. The bill was sponsored by South Dakota Senator John Thune and Minnesota Senator Amy Klobuchar in the Upper Chamber. South Dakota Congressman Dusty Johnson was one of the lead-sponsors of the bill in the House.
