The Environmental Protection Agency denied 36 small refinery exemptions from oil refiners. However, EPA offered alternative relief to nearly half of those petitions, allowing them to meet blending obligations without purchasing credits. Biofuel supporters, like Growth Energy, the Renewable Fuels Association and National Corn Growers Association, said while EPA’s decision was a step to reverse past abuse, it failed to remedy economic harms.
