The U.S. Trade Representative’s Office says China has a long record of violating, disregarding and evading World Trade Organization rules. That position was emphasized in a report to Congress. China has not yet implemented some of the most significant parts of the phase one trade agreement. That includes support for agricultural biotechnology. China has also come up short in its commitment to purchase U.S. products.
