During last week’s House Agriculture Committee hearing, Agriculture Secretary Tom Vilsack shared more details about the 2020 and 2021 WHIP+ program. According to Vilsack, the payments will be distributed in two tranches, starting this spring. The first tranche would be based on information USDA already has pre-filled for grain producers and livestock forage data. The second tranche of payments would make up for whatever the first tranche does not cover. The program will be administered by the Farm Service Agency, but the Risk Management Agency will calculate the payments and pass that dollar amount to the FSA. For the livestock portion of disaster aid, the USDA will leverage Livestock Forage Program data, not requiring producers to fill out an additional application.
