To ease congestion, the Port of Oakland is opening a 25-acre off-terminal yard to move containers and store them for a quick turnaround. Half of the exports out of the Port of Oakland are tied to agriculture. Port officials worked with agriculture and transportation officials in an emergency meeting to address the congestion issue.
