Attorney Generals from 16 states including North and South Dakota encouraged Secretary of Agriculture Tom Vilsack to strengthen the enforcement of the Packers and Stockyards Act. They discussed the consolidation in the meat industry that’s risen in recent years. The letter stated in1997, the four largest beef packers accounted for 25% of the market, but in 2018 they controlled up to 85 percent. The four largest pork processor in 1976 controlled 33 percent of the market that has since risen to over 70 percent, and in 1986 the four largest chicken processors had 35 percent of the market compared to 54 percent in 2018.
