The International Trade Commission has ruled Russia, Trinidad and Tobago have ‘materially injured’ the U.S. fertilizer industry by selling UAN fertilizer at less than fair market value. This decision was needed before the U.S. could impose antidumping and countervailing duties. These three countries are responsible for 80 percent of U.S. UAN fertilizer imports.
