Combest, Sell and Associates managing partner Tom Sell says this may not be the last of the WHIP+ program. “House Agriculture Committee Chairman David Scott is now talking about doing a better job with the programs so we don’t have this uncertainty,” says Sell. “We could do a better job by the taxpayer and farmers if we build into crop insurance or create some kind of permanent WHIP that would build on top of crop insurance. There’s a lot of talk about that in Washington D.C., but finding a vehicle and dollars to make that happen is a challenge.”
