The Senate Agriculture Committee considered the nomination of Janie Simms Hipp for USDA’s General Counsel on Thursday. In the hearing, North Dakota Senator John Hoeven asked Hipp about the legality of using Commodity Credit Corporation funds to establish a carbon bank. “I believe the CCC has tremendous authorities, but I think anytime we move into the arena where we consider new issues to be addressed through the CCC, we need to work closely with lawmakers to do that. I pledge to do that.” Hipp plans to have a deeper discussion on this topic with Senator Hoeven going forward.
