South Dakota Senator John Thune and Senate Agriculture Committee Chair Debbie Stabenow have reintroduced the Cover Crop Flexibility Act. This bill removes the prohibition on harvesting or grazing cover crops on prevented plant acres prior to November 1. Landowners would need to avoid harvesting during the primary nesting season for local birds. Last year, Thune and Stabenow requested USDA to move up the November 1st date to September 1, but the flexibility was only given to certain counties in South Dakota and North Dakota. This bill would provide a permanent solution for northern growers.
