The U.S. Court of Appeals has ruled the Dakota Access Pipeline can continue operating while the courts determine if an environmental impact statement is needed. A month ago, a district court judge ordered the pipeline to shut down and be emptied. The Court of Appeals stayed the shutdown order in mid-July and has now reversed the shutdown order.
