The National Farmers Union, Governors’ Biofuel Coalition and others are legally challenging a Trump administration rule that they say downplays the harm from reduced emission standards and ignores the benefits of higher ethanol blends. The Safer Affordable Fuel Efficiency Vehicle rule, finalized in April, reversed a former rule calling for improvements in vehicle efficiency.
