Language replacing the Waters of the United States rule is now in the Federal Register. The Navigable Waters Protection Rule excludes streams that only contain water during or after a rainfall, most farm ditches and converted cropland. Environmental groups are indicating they will file lawsuits to overturn the rule. The rule is set to go into effect on June 22.
