With the demand erosion due to the COVID-19 stay-at-home orders, five states are asking for a national waiver from the Renewable Fuel Standard. The governors of Texas, Oklahoma, Louisiana, Utah and Wyoming claim the reduction in road miles makes the ethanol mandate unworkable.
