South Dakota Senator John Thune and Michigan Senator Debbie Stabenow have introduced legislation to provide flexibility for haying and grazing cover crops on prevented plant acres. This bill would eliminate any arbitrary date which put northern farmers at a disadvantage. This proposal also calls on USDA to evaluate ways to reduce risks of PP or crop insurance losses with the use of cover crops.
