The Minnesota Pollution Control Agency wants to revise the general operating permit for large feedlots in Minnesota. The proposed permit changes include new requirements of no land application of solid manure in February and March, annual record keeping and reporting and an online permit option. The agency will hold informational meetings on the revised permits starting Tuesday in Rochester and Thursday in Mankato. On March 31, the agency will be in Marshall, Minnesota and Thursday, April 2 the agency will be in Baxter. A formal 30-day comment period will be announced in late spring, early summer.
