Two years ago, the Risk Management Agency began offering a malt barley endorsement. This year is the first time that policy is being tested and problems are evident. Without a futures market for barley, North Dakota Grain Growers Association First Vice President Dennis Haugen says the quality adjustments are based on the Chicago wheat market. “The formula they use for calculating yield loss is extremely complicated and we think there is an easier way.” Haugen says it will be a long winter for growers with a lot of malt barley not making grade.
