Speaking to reporters at World Dairy Expo, Agriculture Secretary Sonny Perdue said the details of a new plan to offset small refinery waivers under the Renewable Fuel Standard are still being hammered out. “President Trump insisted we maintain 15 billion gallons in spite of small refinery waivers. That may mean increasing the offset, which the EPA has on their rules. They can estimate what the award will be and maintain the minimum of 15 billion gallons of ethanol,” said Perdue. “We’re still working on it. It’s a complex issue to balance constituencies.”
