North Dakota Governor Doug Burgum has declared a statewide flood emergency. Burgum activated the state emergency operations plan and ordered all state agencies to prepare. Ice jams have backed up the Yellowstone River near the North Dakota-Montana border causing widespread flooding. The risk for river and overland flooding is significant in the Red River and Devils Lake basins. High water is also likely in the southern James River Basin.
