Lawmakers are showing confidence to get a farm bill done, but it is uncertain when this will happen. The Russell Group President Randy Russell says it’s understandable to have skepticism on lawmakers reaching an agreement by the end of the lame duck session. “Consider what’s lost if a bill isn’t completed. I don’t think anyone wants to start this process all over again and face new risks or threats,” says Russell. “This is the time, toward the end of the session, when deals are made. I think that’s what we’re seeing for the farm bill.”
