There is hope the EPA will publish its final rule on E15 by June 1. Every regulation is developed under different circumstances, but this is a short window of time for the rule. National Corn Growers Association Chairman Kevin Skunes, who farms at Arthur, North Dakota, says the oil industry got what it wanted with the small refinery waivers. “It’s about time for ethanol to get their end of the deal.” House Agriculture Committee Ranking Member Collin Peterson expects the proposed E15 rule to end up in the courts. In Peterson’s view, the legislative process would be the most reliable way to address the issue. The Russell Group President Randy Russell doesn’t expect Congress to pass E15 legislation anytime soon.
