The United States has filed five separate complaints with the World Trade Organization against China, the European Union, Canada, Mexico and Turkey. These countries retaliated against the U.S. tariffs on steel and aluminum. U.S. Trade Representative Robert Lighthizer said these countries could have tried to work with the U.S. and address the trade imbalance, but chose to impose tariffs on the U.S.
