A financial audit of the Minnesota Board of Water and Soil Resources (BWSR) by the Office of the Legislative Auditor (OLA) is raising concern about BWSR financial practices. A summary of the audit from the OLA finds internal controls at BWSR were generally not adequate and lacked the financial oversight to ensure compliance with finance related legal requirements. The report conclusion also says a lack of documentation made it difficult to audit many key cost-allocation decisions.
