The Minnesota Public Utilities Commission will have the final say on the new Enbridge oil pipeline. State lawmakers were frustrated with the lengthy review process and voted to move forward with the project. Minnesota Governor Mark Dayton disagreed and vetoed the bill. Dayton said the bill preempts a long-standing regulatory process.
