The House is expected to resume debate on H.R. 2 within minutes. If all goes well, the farm bill could pass by late morning. The one remaining hurdle is a possible battle over an unrelated issue. The conservative Freedom Caucus believes it has enough votes to block the farm bill unless House leadership agrees to schedule a separate vote on immigration. Due to the language in the Nutrition Title, nearly every Democrat plans to vote against the farm bill. That leaves very little room for error. House Agriculture Committee Chairman Michael Conaway may still be short of the votes needed for passage but is working overtime to deliver the numbers needed to pass the farm bill.
