EPA Administrator Scott Pruitt was in the hot seat Thursday before the House Energy and Commerce Subcommittee. In addition to questions about alleged ethics violations, Pruitt discussed the recent uptick in small refinery waivers from the Renewable Fuel Standard. “What’s really driving this, in a lot of respects, is RIN prices dropping 40-to-85 cents. So, you see a lot of pressure on those small refineries because of escalating RIN prices and instability of the market.” When asked about the year-round availability of 15 percent ethanol blends, Pruitt said the EPA review should be done soon. Pruitt expects a legal challenge and wants to make sure the decision is on solid legal footing.
