The unpredictable and sporadic funding given to the modernization of the U.S. lock and dam system is costing taxpayers more money. This study was conducted by Texas A&M University and commissioned by the Soy Transportation Coalition. The report says a project that would cost $500 million with regular, timely funding would be completed in five years. Under the current system, that same project would cost nearly $600 million and take eight years to build.
