USDA is conducting a study to improve recovery of livestock in the case of no payment. This study on Dealer Statutory Trust comes as a result of the 2018 Farm Bill. Under current law, producers are not automatically entitled to reposes livestock they have not received payment for. Instead, the dealer’s bank takes first priority in the stock. Livestock producers can submit comments regarding improved payment protection to USDA until June 24.
